Entrusted Project for Registration and Evaluation of New and Existing Chemical Substances Information (2016-17)

This is the progress report on 2016-2017 two-year plan. Some parts of the project can be viewed as the continued operation of the former entrusted project in 2015. That is, maintaining and strengthening the operation of the Chemical Substances Registration Center (hereinafter referred to as CSRC). Other main tasks of this project include receiving and reviewing new and existing chemical substances registration dossier, operating as the “one-stop window” for registration between the EPA (Environmental Protection Administration) and the MOL (Ministry of Labor), and organizing events for propaganda and conferences in Taiwan. The main accomplishments of this project are divided into four aspects and are described as follows: Maintaining and strengthening the operation of the Chemical Substances Registration Center: The CSRC provides customer services through 10 hotlines with recording system, e-mails, social media channels, and instant messaging. The total customer service case was 21,846. The frequently-optimized IT system allows the stability and well-operation of the Chemical Substance Registration Platform online system even during the peak period, in which over 170,000 applications were processed. To optimize the progress, the standardized operation procedure has been updated successfully to the latest version (ISO 9001, 2015). 4 visits to the advanced chemical management facilities in different countries were conducted during the project period, thus provided precious references for improving the management strategies here in Taiwan. Executing new and existing chemical substances registration affairs: The project continues the receiving, reviewing, and approving of chemical substances registration. This includes the registrations of polymer of Low Concern (PLC) prior evaluation (913 cases received for PLC prior evaluation), new chemical substances registration (2,150 cases received), existing chemical substances (13,760 cases received),and scientific research and development usage evaluation (1,630 cases received). More than 1,540 new chemical substances and 27,000 existing chemical substances (phase 1 registration) are registered and approved to this day. Operating as the “one-stop window” for registration between the EPA and the MOL: This year, the project continues the integration of the chemical management between the EPA and the MOL, and maintains the function of “one-stop window” for chemical registration. 7 discussion meetings had been held which established the communication system between the EPA and the MOL. 21 registration cases had undergone joint reviews and discussions between the EPA and the MOL. Organizing events for propaganda and conferences: Two conferences joined by experts were held to establish the unit principle for reviewing in a detailed manner. Additionally, 40 counseling meetings were conducted to promote chemical substances registration. The total number of participants was more than 4,000. 3 webinars were held for worldwide audience, and more than 330 people participated in the event.
